Establishment of Regional Representatives In-Game Amendment

Preamble
This shall amend the act to make this a Discord and In-Game Legislature that doesn't distract from the Assembly off-site.
Section 1. Amendment of the Establishment of Regional Representatives
(1) Section 2. Limitations shall be amended to include:
(4) The House of Representatives shall only exist in-game and on the regional discord server and shall not discuss Security Council resolutions.
(2) Section 3. House of Representatives shall be amended to include:
Election procedure
(1) Elections shall take place in line with the timetables listed in Sections 1 and 2 of the Lazarene Elections Act, with voting taking place on the Regional Message Board through the in-game polls feature.
(2) Only World Assembly nations in Lazarus may vote, and the Chairpersons of the House of Representatives shall oversee the vote and may reject or remove votes on basis of elections integrity or the residence of World Assembly nations in the region.
(3) There shall be at least three members of the House of Representatives.
Duties and responsibilities
(5) The House of Representatives shall be tasked with proposing, establishing, and voting upon regional laws that cover civil rights, political rights, and regulations of the nations of Lazarus. They may pass such regional laws by 50%+1 vote.
(6) The House of Representatives may establish a general policy on General Assembly resolution recommendations to the Prime Minister or Vice Delegate, by a two-thirds vote of its members.
(7) The House of Representatives may vote upon a recommendation for a General Assembly resolution proposed or at vote by a 50%+1 vote of its members.
(8) House of Representatives members must have a World Assembly nation in Lazarus or shall be automatically removed.
