~ Article I: Court Proceedings
(1) Court Proceedings will occur as follows:
(A) The acting Judge of proceedings will be the Master of State, the Guardian, or any other High Council member – and in that order of preference.
(B) The defense can be represented by a member of the Dragonhold Council, selected by the defendant.
(C) Where a defendant cannot find representation, a public defender will be provided:
(I) The Guardian may act as the defense, or delegate others to represent the defendant.
(2) Court proceedings will last a minimum of one session, to a maximum of one session per day over seven days. There shall be a maximum of one session per day, the only allowance being one extra session in a day for sentencing, where guilt has been found.
~ Article II: Selection of the Jury
(1) The Jury will consist of the Dragonhold Council members, however an acting judge, prosecutor, defense attorney, or a public defender, cannot be a juror.
(A) It will be selected by the Master of State or Guardian - and in that order of preference.
(B) It will have three or more Dragonhold Council members, to a maximum of four.
(2) Impartiality is a requirement of Jury Service, so open hostility towards a defendant will disallow a Juror to serve on a case:
(A) Open hostility in such cases shall be defined as open denunciations of the defendant's character, or attempting to pass sentence.
(3) If a suitable Jury of three cannot be found, Jury Service may be suspended in favor of a closed-proceeding with a Judge:
(A) This may occur where a impartial jury cannot be found.
(B) This may occur in cases where insufficient jurors are willing or able to serve.
