Administrative Freeze Ends, and Lazarus prevails!

Fellow Lazarenes, For Axios! For Lazarus! For the Union of Three!

We march once again to victory on this day, with the Kakistocrats on the full retreat once again from our great region. With no rock unturned in the search, no blade of grass, no landscape cast in snow able to hide their presence from us.

This has been no small feat for our region, no small hardship to face or to endure, for what is righteous, for what is good, for what is Lazarene!

Our efforts to maintain our prosperity, our independence, and our mandate, have placed great hardships upon our people.

We had to close our gates, set up defences against outside influences, and marshal our region against a common threat, to make our region more unified than ever before.

Finally, however, as I write this, the final measures are put in place for our region to open our gates once again. To let Lazarenes back into the halls of power that we had to close shut, with great speed and urgency, least our voices be silenced forever.

A year and month ago, we faced an onslaught against our institutions, laws, and the delegacy itself. This meant that democracy had to be guarded. No longer could we rely upon the laws of the past. We had to amend them to face a new landscape in which democracy was under threat from outside of our borders as well as from within.

But those outside influences have been forced out from Lazarus at last. No longer will outsiders be capable of undermining us, as they did in the past.

Lazarenes need no longer fear that their institutions will not be strong enough to protect them, nor will they need to fear that they will be turned against them, as we are one people, one region, one spirit!

But Lazarenes would no doubt wish to know what these measures are, and so I present these key measures as follows:

• Firstly, our mandate can never be amended without strong public support and public will, and the express support of our Head of State.
• Secondly, no longer will our mandate and regional laws be able to be threatened by political stacking against our region's interests, nor can our sovereignty be attacked from within. This door for subversion has been nailed shut.
• Thirdly, we shall be guarding our democracy further with the introduction of Axiarchs to our Assembly. These appointed or elected representatives shall represent the following districts: Axios, as our capital district, and Bethany and Celestia as wider provinces. With the Exarchate to represent our outer territories and protectorates at large.

These measures together shall allow us to deliver true change and a true democracy to our people! A democracy that exists without deception.

We do not hide where the power rests, nor cloak it with false appearances of electoral freedom that only place the same people in power.

This is a Lazarene democracy! A vibrant and inclusive system that works for us all!

And so, as your Secretary General and Vice Delegate, I am proud to express that we are finally ready, and that our time for renewal is now.

For Axios! For Lazarus! For the Union of Three!

Lazarus has once again prevailed!
