Preamble

This is an amendment to the mandate to amend the procedure of how residents are admitted to citizenship.

Section 1. Delegate of Lazarus, Powers of the Delegate

(1) Article II, Delegate of Lazarus, Powers of the Delegate, subsection (4), will be amended to include:

(4) Delegate may admit residents of Lazarus to citizenship.
The Delegate may grant or rescind the right for the Prime Minister or Granting Official the ability to admit residents to citizenship for the period that the Prime Minister or Granting Official hold office. The Prime Minister or Granting Official must provide the Delegate a seven-day waiting period upon which the Delegate may rescind the citizenship once granted. Further procedure for citizenship admission, including procedure for appealing rejection of a citizenship application by the Delegate, criteria residents must meet in order to be admitted as citizens as well as criteria for maintenance of citizenship and enforcement of such criteria, may be established by law.
Putting this up for discussion, as a way we can speed up the process of admitting residents to citizenship without compromising the ability of the Delegate to reject applications they feel should be rejected. This would be optional for the Delegate, as they aren't required to implement this additional process unless they wish to.

As a short summary this would:
  • Allow the Delegate to give the right to a Prime Minister or Granting Official to approve citizenship while they hold office.
  • Allow the Delegate to rescind the right of a Prime Minister or Granting Official to approve citizenship, should they deem them unworthy of the right to do so.
  • Resolve the issue of an application being granted that shouldn't have been, as the Delegate has a seven-day period in which they can rescind citizenship.
  • Speed up the process, as the Delegate isn't required to look at every application and may opt to rely on their Prime Minister or Granting Official to do so if they trust their judgement.
This would not change the process outlined in the Citizenship Act, so if this were to pass the Citizenship Act would need to be amended after.
