What is that supposed to imply? I just don't think departments should be overloaded.

Are there subdepartments? For instance, Recruitment and Outreach is a very broad expanse, covering immigration law, the World Assembly, and education, for instance. This feels like a very large Department that needs subdivisions with their own leaders to function properly.
