Personally, I suggest a vote AGAINST this proposal, as almost all of it's mandates are covered by other existing resolutions, particularly GA95 (Responsible Offshore Drilling) and GA298 (Reducing Spills and Leaks).

The basic gist is that the proposal requires member nations in some form to allow legal documents notifying someone of legal action against them. It's essentially harmless (the author left as much sovereignty as possible) but also helps to make sure the world remains fair.

Personally, I would recommend a vote FOR this proposal.
